We have failed – Former Zanu PF Josiah Hungwe

The former Minister of State for Masvingo and Zanu PF heavyweight, Josiah Hungwe has expressed his frustration at the failure of Government to deliver results to the people of Zimbabwe.

Hungwe said that Government has failed for a long time because of its bureaucracy and cited the failure of the $260m TUgwi – Mukosi Dam to take off in terms of the starting of income generating projects two years after its completion as a classic example.

“We have failed, when I say we, Mr chairman I mean us as Government and our staff. We have for long failed the people” said Hungwe.

He said this during an inter-ministerial tour of Tugwi – Mukosi where several Government ministries were represented.

The inter-ministerial committee chaired by the Minister of Lands, Agriculture, Water, Climate and Rural Resettlement, Perrence Shiri comprised of the Minister of Transport and Infrastructure Development, Joel Matiza, Minister of Higher and Tertiary Education, Professor Amon Murwira, Masvingo Minister of State for Provincial Affairs, Ezra Chadzamira, Deputy Chief Secretary to the President and Cabinet, Justin Mupamhanga and permanent secretaries from various ministries.

Hungwe bemoaned the slow progress at Tugwi-Mukosi Dam as the Government seeks to start some income generating projects before the masterplan is completed.

The tour was to

assess how Government can generate income from the dam while waiting for completion of the master plan. This is one of the many tours by powerful Government delegations in recent weeks.

Hungwe emphasised the importance of reigning in the private sector including the two regional universities, MSU and GZU to assist with research.

Also present during the tour were Midlands State University Vice Chancellor (VC), Professor Ngonidzashe Muzvidziwa, Great Zimbabwe University Pro Vice Chancellor, Doctor Andrew Chindanya.

The tour was facilitated by Zimbabwe Water Authority (ZINWA) Director Engineering Services Taurai Maurukira.

His sentiments on roping in local universities were also emphasized by Professor Murwira who said his ministry is eager to partner the Ministry of Local Government, Public Works and National Housing in realising the timely completion of the masterplan.

Muzvidziwa said it was important for local universities to be afforded the chance to participate in national projects which increases their visibility and serves as a platform to test and apply their skills for the betterment of the community.

“Delay in operationalisation of the masterplan irks Masvingo. Manyuchi Dam is also underutilised with 10% being used for irrigation, decentralisation of approvals is hindering quick completion of these projects,”said Chadzamira
