Zimbabwe’s Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana has said that government has not changed lockdown level 2 regulations despite people saying they are being turned away from Harare CBD.
Security forces on the ground are in fact turning away vehicles from the central business district according to people who responded to his Tweet.

Reports suggest that “some people deemed to offer essential services” were however able to get through these roadblocks into the city.
Secretary Mangwana said:
Govt has not pronounced a change in Lockdown Regulations. We are still on Level 2 lockdown and permitted economic activity should go ahead.@PoliceZimbabwe are only enforcing the pronounced and gazetted Level 2 conditions.
Mr Nick I was told to go back by Constable E. Mukarati along seke road after producing my Practicing certificate he advised that only medical personnel, civil servants n specifically police n military personnel are meant to get into town n lawyers are not.
Faith P. Zvorufura who was turned away said;
“This is not what is going on right now. A soldier told me we are on level 1, that is what they are telling people.”
Billy Masara chipped in;
“Is what you are saying the same as what is happening on the ground? I told you that permitted workers are being refused access, why haven’t you addressed that?”
Others felt Nick Mangwana should use the information being given on social media to give a correct government position given government was supposed to announce on 01 June a review of the regulations to avoid speculation.
“Perm Sec, you may not have had driven around today & experienced the inconvenience most citizens faced, but at least make use of the information people are providing on social media. Relay it to other ministries so that better decisions can be done to help people. Hazvisi kuita.”, responded Vashe.
“Even if there is no change in lockdown regulations you guys said you wud review every fortnight so the public is still owed an announcement. Someone must announce that nothing has changed or what. Don’t just let people speculate”
These and other reports coming to Harare Live suggest there are some changes obtaining and government may not be ready to reveal openly.
